Pipeline Information
The 353-kilometre Mid West Pipeline (MWP) and 11-kilometre Mt Magnet Pipeline (MMP) are transmission pipelines that transport gas from the Dampier to Bunbury Natural Gas Pipeline at Eradu Rd near Geraldton to customer facilities in the Mi West Region of Western Australia. customers.
The pipeline has a diameter of 203/178mm and a capacity of 10.6TJ/day.
The pipeline was commissioned in 1999.
The Mid West Pipeline is currently a non-scheme pipeline, and is subject to the access regime for non-scheme pipelines under Chapter 6A of the NGL and Part 23 of the NGR. Both pipelines have been granted a Category 3 exemption (average throughput less than 10TJ/day) from aspects of Part 23 information disclosure.

The following standard services are offered on the MWP and MMP, subject to available capacity:
- Firm transport.
- Interruptible transport.

Gas Specification
In Western Australia, transmission pipeline gas specifications are governed by State legislation – the Gas Supply (Gas Quality Specifications) Act 2009 (2009 Act) – and by regulations made under that Act. The 2009 Act provides for a Western Australian standard specification, which is set out in the regulations (with some variations for particular pipelines), and a reference specification for each pipeline. These specifications are necessary for the operation of the scheme of the legislation.
The MWP and MMP are prescribed clause 1 pipelines under the West Australia Gas Supply (Gas Quality Specifications) Regulations 2010. The reference specifications for the MWP and MMP are set out in clause 1 of Schedule 2 to the Regulations.
MWPJV will measure and/or monitor gas quality in accordance with relevant obligations under contract. Quality obligations are outlined in the MWP Standard Gas Transmission Agreement and the 2009 Act and underlying regulations, where applicable.

The Mid West Pipeline Joint Venture
The Mid West Pipeline is owned by an unincorporated joint venture, the Mid West Pipeline Joint Venture (MWPJV). The joint venture parties are Horizon Power and Mid-West Pipeline Pty Ltd, each with a 50% interest in the Pipeline.
Horizon Power
Horizon Power (www.horizonpower.com.au) is the trading name of the Regional Power Corporation, a Western Australian Government Trading Enterprise. It is a vertically integrated energy utility with the strategic purpose is to ‘deliver energy solutions for regional growth and vibrant communities’.
Mid-West Pipeline Pty Ltd
Mid-West Pipeline Pty Ltd is a Perth-based company established to acquire energy assets to support the development of projects by its affiliates in the Clean Energy Fuels Australia (www.cefa.com.au) group. It is supported by I Squared Capital (www.isquaredcapital.com).
Governance
The MWPJV is managed by a Joint Venture Management Committee comprising members representing each of the JV parties. The parties have decided to appoint the Independent Manager as an independent chair of the Joint Venture Management Committee.
The MWPJV parties have appointed Cooper Gas & Energy Consultants Pty Ltd to provide Independent Manager services to the joint venture. These services include
- General management of the pipeline;
- Commercial management services, including processing requests for access and negotiating the terms and conditions of Gas Transportation and related agreements;
- Accounting services;
- Chair and support for the Joint Venture Management Committee;
- Liaison with the Operator on day-to-day operating matters.
Mark Cooper, Director of Cooper Gas & Energy Consultants Pty Ltd acts as the Independent Manager.
APT Goldfields Pty Ltd, a member of the APA Group, has been appointed as Operator of the Mid West Pipeline, responsible for technical, operational, safety, heritage and environmental matters.
Unless the Shipper entity is rated as investment grade by a recognised credit rating agency, it must lodge a Bank Guarantee in favour of the Transporter for an amount at least equivalent to the estimated charges for a 6 month period.
